Welcome to the Integrated Development Plan (IDP)  Module.

This course is designed to equip municipal officials with the knowledge and practical skills required to effectively plan, prepare, manage, and monitor municipal budgets that are aligned with strategic development priorities and legislative requirements.

The Integrated Development Plan (IDP) is the municipality’s principal strategic planning document. It provides a clear vision for service delivery, infrastructure development, and socio-economic growth within the municipality. The municipal budget is the financial expression of the IDP, ensuring that resources are allocated to achieve the goals and objectives identified during the planning process.

Throughout this module, participants will gain a comprehensive understanding of the relationship between the IDP and the municipal budgeting process. The course covers the legal framework governing municipal planning and budgeting, including the Municipal Finance Management Act (MFMA), the Municipal Systems Act (MSA), National Treasury regulations, and MSCOA requirements.

Using the Munsoft IDP system, participants will learn how to:

  • Capture and maintain IDP strategic objectives, programmes, and projects.
  • Develop and manage departmental and municipal budgets.
  • Align projects with funding sources and MSCOA classifications.
  • Prepare annual and medium-term budgets.
  • Monitor budget performance and expenditure.
  • Generate statutory reports and management information.
  • Support compliance with legislative and National Treasury reporting requirements.

The module combines legislative knowledge with practical, system-based exercises to ensure participants can confidently perform their daily budgeting and planning responsibilities within the Munsoft Financial Management System.

By the end of this course, participants will be able to effectively manage the complete IDP and budgeting cycle, ensuring that municipal financial planning supports sustainable service delivery, sound governance, and informed decision-making.
